Galway, Montreal, San Diego, Vancouver which place is best?

I’m a recent grad from VT and recieved a degree in International Studies. I’ve lived in a suburb of Washington, D.C. for my whole life thus far and would like a change in location. I’m looking for a friendly place that isn’t super expensive in which I can still afford a nice apartment wihout going bankrupt. I’m also a loyal vegeterian hoping to find a place with many healthy and affordable options for me. I intend on pursuing a career using the skills I’ve learned in college, perhaps working for a similar place like the USAID, which is the United States of America International Department. I’m hoping that something similar to that, which can be accesed in any of these cities. Thank you for your input.
